- 근대 일본 국민도덕으로서의 교육칙어의 의미와 현재 일본에서의 교재 사용 논의 ― 『칙어연의』및 일본 학계의 성명문을 중심으로 ― -
본 논문에서는 2017년 일본 정부의 입장 발표 이후로 논란이 되고 있는 교재로서의 교육칙어 사용 문제에 대해 살펴보았다. 먼저 그와 관련된 사항들을 심층적으로 이해하기 위해 교육칙어의 공식 해설서인 『칙어연의』를 통해 교육칙어에 담긴 의미를 살펴보고, 교육칙어가 국민도덕으로 활용되던 당시의 사회적 효과에 대해 검토하였다. 그리고 교육칙어 교재 사용 용인론의 등장 배경과 그 주장, 반대론과 그 주장에 대해 살펴보았다. 『칙어연의』에서 밝힌 교육칙어의 덕의는 “효제충신”과 “공동애국”으로, 교육칙어에 기반 한 교육의 목적은 개인과 국가의 유기체적 관계를 강조함으로써 개인의 삶을 국가를 위해 기능하게 하는 것이었다. 1948년 중･참의원의 결의에 의해 실효 및 폐기되었던 교육칙어는 2017년 일본 정부가 교육칙어의 교재 사용을 용인하는 입장을 표명하면서 다시 공식석상에 등장하였다. 교육사학회･일본교육학회 등의 학계에서는 정부 입장에 반대하여 성명문과 각종 연구 자료를 발표하며 교육칙어의 문제점을 지적하였다. 일본 정부는 지속적인 교과서 개정을 통해 집권 정당의 역사 인식을 반영해왔던 만큼, 교육칙어의 교재 사용 문제 또한 앞으로 어떻게 전개될지 관심을 갖고 지켜보아야 한다.
On the meaning of the Imperial Rescript on Education and recent debate on its application to moral education in Japan ─ Focusing on the “Chokugoengi” and the statements of Japanese academia ─
In this study, we examined the debate on application of the Imperial Rescript on Education to the moral education. In order to understand the relevant matters in depth, we explored the meaning of the Imperial Rescript on Education through the Chokugoengi the official commentary of it and the social effects of the time when it was the national morality. Also, we explored the background of the emergence of an affirmative argument about application of the Imperial Rescript on Education to the moral education and an argument against it. As the Japanese government has reflected the historical perception of the ruling party through continuous revision of textbooks, we should keep paying attention to how this issue will develop in the future.
