In this paper, we focused on strengthening the role of the region in the field of cultural property management, especially in the 2018 and 2021 revisions of the Japanese Cultural Heritage Protection Act. The main content of the law revision is to stipulate the role of local members, including local governments, to efficiently and systematically preserve and utilize cultural assets in a crisis where the population is decreasing and local cultural assets are lost due to low birth rates and aging. The main contents of Japan’s revised Cultural Heritage Protection Act in 2018 are first to prepare a regional plan for the comprehensive preservation and utilization of local cultural assets, secondly to prepare a preservation and utilization plan, thirdly to strengthen the system for local cultural property protection administration, and fourthly to strengthen penalties for cultural property damage. In addition, the 2021 revision stipulated in the Cultural Heritage Protection Act so that local governments can have authority in the cultural property registration system. In this way, the Japanese government plans to efficiently preserve and utilize local cultural properties by revising the Cultural Heritage Protection Act, allowing all local members to join forces to inherit cultural properties, and strengthening the momentum of local cultural property management administration.
